It’s an Intel build with an Intel motherboard.
You might find here a driver update utility you can give a shot.
Though, looking at the specs, it's most likely Realtek HD audio

EDIT: Actually, I might have jumped the gun there. I just realized this motherboard is a bit older. It could very well be AC97 Audio

Well, if that fan wasn't spinning, you're honestly probably better off without it for now, since it was just getting in the way of the passive heatsink anyway. If you can track down an identical replacement, go ahead and swap it out. In a pinch, you could technically mount almost any small fan onto the chipset if you can find a way to secure it. A little DIY tinkering might be necessary here.
As for cooling the entire tower, there are dedicated fans designed specifically for that. Just double-check your case specs to see if it actually supports extra fans and what size you'll need to buy.

I’m not entirely sure which fan you ended up removing, but if it was the one for the CPU or the chipset, it’s honestly a miracle it didn't hit 75% already. Please, do yourself a favor and pick up a new fan—don't even think about powering this thing up without it. Proper cooling is absolutely non-negotiable.

Pro Tools is absolutely king when it comes to software.
The only catch is the price tag—unless, of course, you find another way to get your hands on it. You’re also going to need to spend quite a bit of time digging through the manual if you actually want to master it.
It’s definitely not as easy as it looks.

For instance, you can just select the column and right-click to select "AutoFit to contents."

It doesn't necessarily have to be expensive, either. There's a ton of stuff online related to Windows... if you know what I mean.

You don't have to download drivers exclusively from the Dell website; they should be available elsewhere too.
Or, you could try some automated driver update tools, like driver Genius, driver Magic, or something similar.

Right-click on Computer > Properties > Windows experience index > View and print detailed performance and system information.
That should give you a general overview of your PC specs and the motherboard (check those first two lines).
By the way, since you're on Windows 7, you can try going into the Device Manager, right-clicking the specific device you need a driver for, and selecting "Update Driver Software." It’s actually quite reliable compared to how things worked back in the XP days. Also, do you see any yellow exclamation marks appearing in the Device Manager?

It seems pretty obvious to me that you’ve got some sort of chip on your shoulder regarding Washington, D.C. To be honest, life isn't exactly glamorous anywhere in America, and that includes the capital. You might be looking at a tiny, isolated bubble where a handful of wealthy kids are throwing money around, but those people are outliers—and most of them aren't even locals. Most Washington, D.C. natives are working their tails off just to maintain a decent middle-class lifestyle, often putting in much more effort than your average Californian. When you actually weigh the average income against the cost of living and the general vibe in California, things aren't bad at all. In fact, it's doing quite a bit better than most of the rest of the country.
As for the issues facing California, I can promise you one thing: things will only start looking up once people there begin looking inward to find the root causes of their problems, rather than constantly pointing fingers elsewhere.
