Honestly, her jaywalking is probably the least of her worries after she started sprinting and swinging at the cop. As for the officer, there isn't much wiggle room here. He either detains her by force, which is what happened, or he lets her walk. He can't exactly charm his way out of it with sweet talk or a hug like you're suggesting.
I don't see how some basic police procedure over a minor infraction needs to trigger a massive debate about whether the entire department is effective. I got caught up in something similar a few weeks back, but even then, I didn't see how that was supposed to call the whole system's functionality into question.
