400W is plenty, as long as it’s decent quality (the Corsair one is fine). At Micro Center, assembly is free—though I guess I'm not sure if that applies without an HDD—and you get free shipping on orders over $667.
The GPU isn't even 1000, it's more like a $267. It really just depends on what kind of gaming you're planning; maybe you could just grab a cheaper GTX 750 instead.
I don't know, I'm not really feeling like this is a motherboard issue. Maybe try running MemTest and MHHDD from a Hiren's Boot CD just to rule out some bad sectors. You might also want to pop the case open and give the board a quick once-over to see if any capacitors look blown. Honestly, it wouldn't hurt to crack open the power supply and take a peek at that too.
If everything looks fine there, then it’s probably just a Windows issue.

I think you misunderstood me. I'm actually backing the idea of coming here for advice first; half the vendors out there either don't know their stuff or will just try to offload whatever they can't sell.

Pop the case open and let us know the make and model of that power supply, or just snap a photo of the label. It’s probably some cheap junk since you likely got both the case and the PSU for next to $100.
So, what kind of GPU did you end up finding?
EDIT: Just as I thought, that PSU is garbage. You should probably swap it out. What graphics card are we talking about here?
