Yeah, I get it. Under 14, they're just considered children, so they don't face criminal charges.
The 14 to 18 crowd falls under juvenile law, making them liable for both crimes and misdemeanors. But honestly, from what I've seen, the actual punishments are usually lighter, mostly because of the reasons I mentioned earlier.
