Alright, here’s how you do it. Grab a container of water—something with enough depth to work with. Then, take a glass, preferably a smaller one if you can find it. Flip the glass upside down and submerge it into the water. It works exactly the same way for a submarine 😉.
I mean, basic principle: for something to get in, something else has to get out. Since the opening is facing downward, air can't escape, which means water isn't going anywhere either. The only tricky part is the pressure buildup inside the chamber—that really depends on how deep you are. It’s the exact same logic as when you flip a glass upside down and submerge it in a pool 😉

^Look, just try using some kind of audio editor to record yourself. You’ll need to tweak things constantly until you stop sounding like... well, like "you" sound 🙂 . It's about finding that sweet spot where you actually hear what you intended to project.
