What program are you using to open that image on your PC? I'm guessing you're trying to run it through Adobe Photoshop. Try opening it with Windows Photo Viewer instead... that should let you view it without any issues. Once it's open, you just upload the photo—just like you would with anything else—to a site like Imgur or Flickr.

A yellow card is basically just a warning; it doesn't actually affect your standing or points. Red cards, obviously, carry a penalty of 10 points or more.
