High-frequency RAM like that isn't going to do much for performance, especially if you're relying on integrated graphics, so it's just throwing money away. Same goes for the motherboard—no point getting one that expensive, particularly on the AM4 platform.

I'm not asking for a specific build (yet), I just want to know if it's possible to put something together for roughly $667 (up to $250) for office work, web browsing, Zoom, Photoshop would be nice, maybe some simple games, video/music... that's basically it.
My keyboard, mouse, and monitor still work... though I'm not sure about the ports. My DVD drives work too, even though people said they're outdated because of incompatible slots.

You can pull something together for $200-$250... but for $150? I doubt it... unless you're picking the absolute cheapest junk available.

It'll handle it. That card pulls less juice than your old one.
Just get the 260x and the HDD and call it a day.

I suppose we're looking at a single stick of 4GB Kingston DDR3 running at 1600MHz with CL11 latency, specifically the single-rank version. It’s a pretty standard spec for that era of hardware, though I guess whether it actually serves your purposes depends entirely on what kind of motherboard you're trying to pair it with.
I suppose we’re looking at the Seagate WD10EZEX 1TB SATA 3 hard drive. It's a standard piece of hardware, nothing too flashy, but it gets the job done if you just need some basic storage space.

I guess the Thermaltake Contac 16 CPU cooler is an option if you're looking at it, though I can't say much more without knowing what kind of setup you're actually trying to cool. It might work for some, but maybe not for everyone. You can probably find it over at Newegg if you decide to go that route.

Honestly, there’s no point in selling it. It’s still a killer card. Yeah, maybe it pulls a bit more power, but the rig can still crush everything on max settings.
