If I wipe my hard drive completely before installing a fresh version of Windows, am I 100% guaranteed to kill off every single virus, malware strain, and hidden copy lurking in the system?

I can't open a single damn file. Look, I’m no tech wizard, but I noticed every single one of my documents has been renamed to a .ccza file. I did some digging online and realized this is some kind of ransomware virus that locks everything down. Can someone who actually knows their way around a computer please help me out? But if I use a different downloader for that same video, I get a measly 264MB, a bitrate of 281kbps, and audio at just 126kbps, even though both are 640x480 pixels in MP4 format with AAC 2-channel audio.
