I downloaded the free version today, and honestly, it was a total disaster.
It didn't even give me the option to select an NVIDIA GPU or use the x265 codec. I'm not sure which specific version everyone else is running, but the one I just grabbed was practically useless.

You really need the full installation of Adobe Premiere, because that's where the updated converter is located that actually supports Intel...

I suppose I'll have to prioritize quality. I need to make some kind of compromise here. Here are a few shots for the UVC you asked about, along with some other 4K samples.
I think quality matters more than storage space, especially since we can just downscale from 4K to 720p for 24/7 recording.

Honestly, 4K downscaled directly to 720p is your best bet regardless of the bitrate you're aiming for. You can't actually see the bitrate in VLC; just use MediaInfo, which is a free tool.

I noticed you're still sticking to those preset profiles that rely on DTS for audio.
DTS is never small. That’s where you can save space. Switch over to AAC at 96kbps and you'll shave off about 100MB per movie, maybe even more. If the end user isn't running a full surround sound setup, they won't notice a difference. DTS belongs in 4K content, not 720p. Plus, since your DTS is just stereo, nobody's going to miss anything by switching to AAC if they hook it up to a home theater system.
I don't use x265 much, so I'm not an expert on its specific bitrates. But if x264 1000 -1200 is a good sweet spot for video and 96kbps or 128kbps AAC works for audio, the x265 file could be four times smaller because the codec is four times more efficient than x264.

The screenshots you posted look great. The first one is a little blurry, but that's expected with re-encoded material. The main thing is that it doesn't turn into Lego blocks.🙂

I need a bit of time to get everything organized, since I'm still pretty new to this.
As for the audio, I'm sticking with the default settings for now, though I might tinker with them a little to see what works best.
Five streams are already being considered, so thanks for the info regarding the configuration.

The 3600X isn't worth it unless it’s basically the same price as the 3600. The only real difference is a slightly better cooler. Just grab the 3600 and an aftermarket cooler instead, or just stick with the stock one.

Otherwise, if you can hold out until the end of the year, you might land a way better deal than a 2070S once the new GTX 1650 drops.

You don't need 32GB for gaming.

I expect demand for the 3000 series will be massive. That usually means lower supply and higher prices, much like what we're seeing right now with the 3080 and 3090 price spikes. For my specific needs, even this 2070 should be sufficient.
My EVGA card arrived today. It’s a beast compared to what I was using before, so I guess I hope it holds up well.
The only thing is that it's slightly wider than a standard 2-slot card because of the fans; it takes up about two and a half slots.
I think I'll hold off on the Intel Core i5 series until they actually launch. If the prices stay reasonable instead of being totally inflated, I might grab an Intel Core i5-12600K. Apparently, there's talk of a cheaper version coming early next year for around $240, which would be a great deal if the rumors are true.
It's mostly for video editing; I won't be using it for gaming very often.

The only catch is that it’s a bit bulky; the fans make it about a 2.5-slot card.

I ended up ordering the parts for my new rig after all.

I picked up the GPU before the NVIDIA RTX 2070 and got the Thermaltake Versa H17 case at Best Buy.

The Inter-tech Argus 650W is a pretty terrible power supply, and trying to run an NVIDIA RTX 2070 on it is a huge risk...

If I run into any issues with it, I'll just swap it out and pull the power supply from this PC.

If it works better, and since we aren't sure what the issue is, you should probably just make the switch right away. Personally, I wouldn't even try booting up an Argus PC using an NVIDIA RTX 2070.

I just took a look at this build. I'm using a Corsair VS550, and I guess I'm not entirely sure if that power supply will actually be enough...

The orange VS series is pretty bad—it's basically Corsair's bottom-of-the-line stuff. Don't even think about trying to run a 2070 Super on that; you really need to pick up a better PC Power Supply.
