Can't download or run any programs

I downloaded it, but it just says PART FILE and the icon looks broken—you know, like those dead files that won't actually run.

I only noticed this because I was trying to start a thread about how I can't run any programs I grab from the web. It keeps throwing some error at me—something about a "dll" or whatever—but I can't even get a screenshot because of this first issue.
Someone here probably told me before that I need to clean up This PC or something, but I can't find the old post since the search bar seems to be gone.
Anyway, I fixed the first thing, but now I'm stuck with both of these.

My guess? This second mess is happening because my drivers are a wreck. When I set up macOS, the automatic updates failed, so I had to do everything manually, and clearly, I missed a few.

That DLL error is likely popping up because the installation didn't finish properly, leaving that specific file missing. Basically, your system thinks the application is there and tries to launch it, but the actual files are nowhere to be found. You might want to look into some DLL fixer tools or a spy DLL remover to see if they can patch the gap.

I grabbed a trial version of a DLL fixer. It claimed to wipe out 15 of the 199 errors it found, whatever that means. Anyway, I finally managed to get the program downloaded, though it hung at 12.6 MB out of 13.2 MB for a while. Now, when I try to launch it, this pops up:

So, I managed to get Spy DLL Remover working and ran a scan. Looks like the DLL issues are gone, but I'm still getting that error from earlier:

I switched up my download path. Instead of using Documents, I pointed it straight to Downloads. Got the installer running, but then I hit this wall at the end:

Grab CCleaner from the web and run a quick sweep on your system.
You should also run Disk Cleanup while you're at it. You can find it by right-clicking your C: drive under This PC and selecting properties; the option will be right there.

Finally got it working, after what felt like ten different .NET Framework downloads and a constant stream of error messages...🎉
