I figured it out. You need some actual available cash limit just to get the card registered in the first place.

I can't say for sure about the fee, but customer service told me they’re definitely treating it like a cash advance.

I can't say for sure about Diners Club, but other cards—like a Revolut Visa or a Chase Visa credit card—just go through as a standard POS transaction.

I was wondering why, but it actually makes sense. Both the app and the Diners Club card belong to Wells Fargo (American Express), so they likely don't want people using their app to make irregular cash withdrawals on those specific cards. They clearly couldn't care less about any other cards.

Here’s the response I got from customer service:

The information displayed on your screen indicates that the card issuer (in this case, American Express) declined the transaction. There are several possible reasons, but the most common are:

- The user's card does not have online purchasing enabled. In this instance, the user should contact the card issuer (American Express) to confirm if online transactions are permitted;

- The user has reached their cash advance limit. If the cash advance limit has been exhausted, neither adding the card nor sending money via this card will be possible until the limit resets (which usually happens in the next billing cycle—for example, next month). You need to contact the card issuer to check if there is any remaining cash advance availability;

- The user has no available credit limit at all, or the card has been blocked. Again, the user must contact the card issuer to determine the reason.

Since this involves American Express, it's possible you had the American Express mobile app installed. Within that app, you can actually block certain types of Diners Club transactions, such as international purchases or online shopping.

I sent an inquiry directly to Diners Club.
But if that's how it works, then I'm switching to a different card on PayPal.

It’ll be a game changer when American Express eventually converts to Visa; then he can finally use it with PayPal.

And I'm not just talking about PayPal—it would work seamlessly with Revolut and all those other apps too.

Here’s the response from Diners Club:
We're letting you know that with the new PayPal option using your Diners Club card, you can make cash transfers fee-free up to $667. Basically, the transfer amount is capped at whatever your Casino limit is, and it eats directly into your monthly cash advance allowance. Keep in mind this isn't a standard transaction; it's treated as a cash advance.

Limits within limits within limits. 👍

What would be the most straightforward way to transfer funds via PayPal or a similar app to a secondary checking account without getting hit by fees?

Based on what I’ve gathered from previous discussions, it seems the only viable workaround using PayPal involves using two separate phones and two different phone numbers. You would set up the secondary account as the destination for
receiving funds on one device, and then use a credit card for payments on the second device.

Other than that, your only real option is to mess around with some app cloning software (like Parallel Space or whatever)... that way you don't need two separate phones, though you'll still need two different numbers. Honestly, I haven't actually tried it myself...

Business Insider just put out a piece about this new bill-pay app launching this fall. Technically, the app is already live, but it’s pretty much non-functional right now. That said, if they actually deliver on the promise of letting you pull up and pay all your bills directly within the interface, wouldn't that be a total game-changer?

It looks like that Romanian Pag is in quite a rush to win over American users, since they're already pushing people to download the alpha version.
