The same thing was happening over at SOA while that future six-time election winner—the guy who basically tore the party apart—was running the show.
Back when Tomislav Karamarko was heading up SOA, that intelligence agency was essentially a hiring ground where people got jobs based on whatever whim the director had, rather than any actual criteria. You’d have people getting hired for a few days just to be shuffled off into other state agencies—Customs being the big one—using SOA as a loophole to dodge public job postings and slide straight into the civil service. There were even cases where candidates actually brought in their political party membership cards as proof that they *weren't* politically active.
