Laptop won't boot up

Hello, I have recorded a video at this link demonstrating exactly what happens when I attempt to boot up my laptop...

Turn on the speaker. This sound isn't normal, is it?

Sorry about that—I had my volume cranked up pretty high so I missed the first part, haha. Anyway, maybe try uninstalling the sound card driver and then give the laptop a quick restart? Once that’s done, just head over to the manufacturer's website, look up your specific laptop model, and download the latest audio driver. Install it and see if that fixes the issue...

It would certainly be much easier if he had just mentioned which specific laptop model he was using, because I can't think of a single system with an alert that sounds quite like that... though, honestly, anything is possible given how much tech evolves these days.

My laptop is a Dell Inspiron 15, and it’s about two and a half years old now.

As I was saying earlier... I’m leaning toward the idea that the keyboard is the culprit here. It feels as though a specific key might be stuck, or perhaps something was spilled on it, causing it to trigger phantom inputs when it shouldn't.
You could try reseating the RAM—especially if you have multiple sticks in there—or just pop it out and click it back in, though honestly, that feels like a bit of a long shot at this stage.

Regarding that audio from the video, it doesn't really hold any weight as an indicator of hardware failure or a system alarm.

It just occurred to me that I might have heard a similar sound once upon a time... during a system boot when you mash a key repeatedly.

So, about two weeks ago, I picked up a brand new Toshiba laptop. It didn't come with Windows pre-installed, so it’s basically just been sitting safely in its box this whole time. I finally pulled it out today, feeling all excited to get it running, expecting that familiar Toshiba logo to pop up on a black screen—you know, that little bit of text you see when you first turn it on? I'm really not a tech person, so I can't quite put a name to what that screen actually is, but I remember seeing it when I first tested it at the shop. Anyway, long story short, nothing is happening. It’s just... dead. No response at all. What should my next move be? Should I just pack it back up and take it straight back to the store for a replacement, or is this something that can actually be fixed?

I know this sounds obvious, but was the charger actually plugged in? Perhaps the battery simply ran out...

I guess that’s the case. My apologies—this is actually my very first laptop, so I hadn't quite wrapped my head around the fact that they don't operate exactly like a desktop setup. Anyway, how long do I really need to leave it plugged in? Does it need to be powered on while it's charging, or can I just let it sit there? Just set the money aside and stop worrying about it... The principle is no different than saving up for a new iPhone. You should probably find a technician to install Windows and get your laptop ready for use, too.

By the way, regarding the charging time... let's say about 8 hours for the first few cycles. After that, you'll likely need closer to 3 or 4 hours. And of course, you can use it while it's plugged in, though that's a moot point when you don't have an operating system installed yet...
