Maybe Ayrton Senna became a legend much like Drazen Petrovic did, which is why everyone treats him as the "greatest of all time," but honestly, that's just a matter of opinion.

For me, Senna is my favorite Formula 1 driver simply because I haven't followed the others that closely. But if you look at the facts, someone who can drive like he does on a wet track really is the best.
