.mp4 is actually the file extension you want since H264 is just the codec itself. VLC handles it just fine once you have the right extension in place ...
I haven't actually messed around with Popcorn before, but I had the addon installed in about 30 seconds flat. It’s been totally hassle-free so far; whenever I start a movie, a window just pops up showing me all the available subtitles... I didn't really have to tweak any other settings...
If you're setting up a new computer, just go ahead and install a fresh OS—I'd say Windows 10. There have already been plenty of comparisons written about it out there...
If you're installing an official version, you need to make sure it matches the specific edition tied to your product key—which, in your case, would be the Home edition.

Just use the Chrome DevTools to inspect an element a bit further down the page. Since the video won't play because of Flash issues, just keep opening new tabs until you hit the video player; once you find the right div, it should highlight itself...
