Either way, you can just grab the ISO online, make a bootable drive, boot from it, and fix the OS on your hard drive. Or, if you don't feel like messing with it, just take it to a repair shop, tell them what you want done—and what you don't...
As for why you're getting that error... who knows. Could be a dying hard drive, a botched update... maybe a virus, or just someone clicking the wrong thing. A lot of possibilities...

Windows 8.1 defaults to hybrid sleep instead of a full shutdown to speed things up, but I can tweak that in the settings. I could also just go into the BIOS and kill Wake on LAN, USB, keyboard, whatever else is triggering it...

Maybe you could force those programs to actually recognize American characters (like latin-cp1250(?)) which, if I remember right, should be sitting in UTF8. If there's a font setting buried in there somewhere, look for an ANSI/UTF8 option... might be set wrong.
The issue is that ISPs usually bake some proprietary software right into their routers just to get you online. Not sure if AT&T does that with the H1, but my money's on yes...🕺
