It looks almost certainly like degenerative changes in the small joints of the hand. Specifically, Heberden's osteoarthritis. It isn't dangerous, and it’s totally unrelated to rheumatoid arthritis, but unfortunately, there isn't much that can be done about it...

Even in the heart of Washington, D.C., you've got households without proper water connections. Meanwhile, right near major pumping stations, there are families without any access to a sewer system—and you can probably guess the mess that creates when septic tanks fail in areas where they're still used. Bottom line? We are doing a terrible job managing our water resources.

By the way, the ball on the base isn't static; it actually moves, so you can sort of "hop" around on it. I used to have a DIY version at home, so I’ve tested it out, and I’ve also tried the official version that’s currently only sold here in the States.
The base is strictly there for safety so you don't wipe out, which would be absolutely devastating for someone like me who's had spinal surgery.
I also gave those balance cushions a shot, but they weren't all that impressive to me—they didn't really help me find my balance, and I’m pretty light, only about 130 pounds.

You can actually get a somewhat similar result by using one of those inflatable balance discs on a standard office chair. But honestly, it’s just not the same thing... you won't get nearly as much out of it as you would from sitting on an exercise ball.

Personally, I think it’s probably a pretty slick solution—definitely more practical than chasing a ball around the office. That said, since the ball is tucked inside a frame on little legs, you aren't really getting much of a workout. Once the ball stops moving, your muscles just go idle. But hey, for your lower back? It's probably wonderful...

It’s probably an issue with your cervical spine. I’d suggest getting an X-ray and, if you can, a color Doppler ultrasound of the vertebral arteries just to be safe. After that, physical therapy should really help...

placiddrifter26 is spot on—that area is incredibly sensitive. When you're dealing with a strain, the first thing you should do is follow the RICE method: rest, ice, compression, and elevation. Basically, take it easy, use an ice pack or massage it with ice for a few minutes about 3 or 4 times a day, and wrap it up with an elastic bandage.
After about 2 or 3 days, you can start some light stretching, but don't jump back into your full workout routine until at least 2 or 3 weeks have passed (it really just depends on how fast you heal), and even then, take it slow...
Physical therapy is also a solid move; getting some ultrasound treatment can really speed up the healing process.

I don't buy that it's actually banned. Just bring it along, and if it turns out you aren't supposed to have it, your parents can always just take it back later... There definitely won't be any computers there. And honestly, they probably won't even care about phones—but even if they do, it's pretty easy to sneak one in.
