Anyone still running Windows 7?

Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:
1. Insert your Windows installation disc and restart your computer.
2. Choose your language settings, and then click "Next".
3. Click "Repair your computer"

Info: The boot selection failed because a required device is inaccessible.
After that, I insert the Windows 7 DVD, but nothing happens. It won't boot; instead, I just get those same error messages listed above. I can't physically restart it—I have to shut it down and turn it back on, but it's the same exact loop every time. Can anyone tell me how to get past this so I can actually get into Windows to perform an installation, if that's even possible? It won't boot Windows Normally, and the Repair option isn't working either. When I put the disc into my desktop PC, it boots up fine and offers "Install Now," so the disc itself is perfectly functional.
So you're inserting the Windows 7 DVD, trying to boot the system from the DVD (after adjusting the BIOS), and... nothing?
