That is simply not true.
It isn't that people are barred from presenting arguments within a topic; quite the opposite. Rather, it is the specific manner in which certain individuals attempt to "argue" with their interlocutors that is prohibited.
By definition, providing an argument does not involve insulting other members.
Unless, of course, the subject being discussed is a specific user, which, by the very rules of this platform, is also forbidden.

So, when you say "insulting users," you mean someone dropping an F-bomb or something, right? For me, insulting a user is when your thread on the PŽK sits there for two days without a single reply, or when someone shuts down a solid argument by burying it in three private messages. No one gets punished for that kind of disrespect, but if you call out that behavior, suddenly you're the one getting flagged for whining. It's funny how being blunt is a crime, while being pathetic is just part of the game.

Man, I remember this one time, way back when Senna m was playing a gig at Club 100 with VG. There was this bouncer on duty, Vukas od Buševac, who was acting super aggressive—like, he thought every little word anyone said was a direct threat to him. So Senna m walks up, just trying to get inside, and Vukas stops him dead in his tracks and says, "You're not going in." Senna m is just like, "Do you even know who I am?" And Vukas goes, "And who are you?" "I'm Senad from Canada," he replies. Then Vukas hits him with, "Well, I'm Vukas od Buševac," and still refuses to let him through. 🤣 By the time they realized he was actually the performer, things almost turned into a total brawl between Senna m's crew and the security team. 🤣
