Go to your control panel and just search "mail" in the top bar. You should see Mail 32 pop up—use that to set up the account. This newer version of Outlook acts weird with domains if they aren't some big, household name. You probably need to set the outgoing server to SSL on port 465 with authentication enabled.

Not every router supports remote access out of the box. You actually need something like DynDNS or a similar service because your IP address is constantly shifting—unless the router specifically has those settings built-in. You can't just shout "156.17.18.1333" at the internet and expect it to work.
