So, let’s say you’re looking at a three-page setup: you've got your cover page, then the table of contents, and finally the introduction. If I'm following your logic correctly—and I try my best to keep up here—you actually want that third page, the intro, to be labeled as page "2." It sounds counterintuitive, I know, but if that's the goal, here is how you handle it in Word 2007: First, go to the very end of that first page (the cover), hit Insert, select Break, click Next page, and then just hit OK. Once you're sitting on that second page (your contents), head over to Insert, then Page Numbers. Make sure you uncheck the box for Show Number on First page. Then, go into Format, set the starting number to 1, and hit OK, OK. That should force the system to display the number "2" right there on your third sheet, the Introduction.
