What kind of graphics card are you running, and what's the TV model? I'm going to need a few more details to really get a handle on this. Also, where are you getting the idea that the TV has a 1024x768 resolution? That's just not a thing—you won't find that resolution on any TV out there, whether it's an old-school CRT or a modern LCD.

I’d suggest shrinking your system restore settings down to the absolute minimum first, then clearing out everything except for that very last restore point you made. Once you've done that, go ahead and run CCleaner to give the whole computer a deep clean.

P.S. Just a heads-up, besides the OS requirement, a lot of modern games also demand a graphics card that supports DirectX11, otherwise, you'll hit a wall there too.

Of course it matters. Take a desktop PC, for example; if the keyboard is malfunctioning, the whole system might refuse to boot up entirely, throwing an error right when the BIOS is trying to initialize. I'm surprised the service center didn't just swap it out for you. Unless, of course, you spilled something on it or something, in which case they aren't going to touch it under warranty, let's be real.

Obviously, Intel and AMD don't share the same drivers. If you're looking for Intel's stuff, I’ve always found it best to just head straight to the laptop manufacturer's website and download it manually rather than messing around with those unreliable autodetect tools. It saves a lot of headaches. As for AMD, you just go right to the official AMD site and grab the latest driver specifically for your graphics card.

And honestly, the OP shouldn't listen to any advice about installing some random Norton Utilities (I mean, seriously, what even is that?!) because they might end up having to reinstall Windows entirely. Since this is a fresh installation, we're likely looking at one of two things: either there's a genuine issue with the CPU temperature—you know, where overheating causes the whole system to throttle—or they're just missing some critical drivers.

I’d suggest opening up the case and just giving the Seagate cable a little nudge to make sure it's seated properly, or honestly, you might just want to swap it out for a new one entirely.

You didn't mention which processor you're running, whether it's a desktop or a laptop, or if you're still using the stock fan that came with the machine.

F1 lets you jump into the BIOS setup.
F12 lets you pick a temporary boot device.

You aren't even getting into the advanced boot options yet, so you really need to let the BIOS finish its initial POST sequence first. Once that process clears and the screen settles, that's when you should be tapping F8.

It might not even be an issue with the screen itself; it’s more likely that the laptop just isn't powering on at all.
