I’d suggest dropping it off at a repair shop to figure out if you're looking at a faulty graphics card or a motherboard issue altogether. If it turns out to be the latter, you might want to start setting aside some cash—maybe get ready for a big dinner at Denny's and have your Visa handy just in case.
P.S. Either I missed it or you didn't mention which specific laptop model you're working with.

Otherwise, we might just end up concluding that F8 safe mode isn't available on every single PC, unlike my own setup...

It really shouldn't be causing any headaches for you, unless your router is set to a different mode entirely; even then, while you might see a slight dip in speed, it certainly shouldn't be enough to make playing Final Fantasy feel sluggish.
When it comes to downloading files from the web, remember that your connection isn't the only factor at play; more often than not, the bottleneck is actually the host server where the file lives, so that's not really a reliable way to judge your own setup.
