Go to Start---Run---type in msconfig---hit the Startup tab and clear out anything on that list.
Once you’ve done that, run a full scan with Malwarebytes and wipe out whatever it finds.

It isn't working because you have the Windows Zero Configuration service disabled.
Head over to Services and locate WZC on the list.
Start the service and set its startup type to automatic so it triggers whenever you boot up your computer.
Restart your laptop and everything should be running smoothly.

Burn this to a disc, boot the machine from the CD, and run the memory test.
Before you even touch that, unplug the power adapter and pull the battery.
Hold down the power button for about 20 seconds.
Plug the charger back in and try booting the laptop.

Grab a live Unix distro.
Boot the machine from the Live media.
Once you're inside the Unix environment, plug in that hard drive and wipe it completely.
After that, just boot back into macOS normally and check if things have improved—they should.
That's the starting point.

Hirens boot CD
Boot from the CD first.
Pick the HDD regenerator tool, then select the option to scan and immediately repair any Bad Sector issues.
Once that’s finished, boot the PC up normally. Back up every single photo, song, movie, and document you have right away. Honestly, just start looking for a new HDD—this one is on its last legs.

Also, just double-check that you haven't somehow accidentally left a proxy enabled, though I highly doubt that's the issue.
