State what power supply you're using and how old it is. What graphics card do you have? Is your PC sitting near an open window? High humidity causes oxidation on contacts.

Why didn't you just stick with Win7? If you're running 64-bit, that was easily the most stable version. Everything new is garbage—unstable, loaded with spyware, and nothing but trouble. The newer the Windows release, the more background connections they open up to clog your bandwidth and mess with your PC. It's by design from Microsoft, and the government wants that level of control too.
Finding a high-refresh monitor like that to actually test will be difficult enough. You should probably test one first. Not everyone has lightning-fast reflexes. It is entirely possible your reaction time isn't there, making the upgrade pointless. Plus, you’ll likely have to drop your resolution just to get the GPU to push those frames. There are plenty of high-speed monitors available at half the price. You might have better luck finding one of those to trial before buying. Why not try someone's setup at home instead of heading to Best Buy? Just ask around if anyone has a fast monitor you can test; bring a six-pack of beer if they're of age.🙂 Or some chocolate.
If your router is on the first floor and you’re downstairs, try tilting the antennas down at least halfway. It should provide a more stable connection both to and from the router. Have you set the Wi-Fi power settings in Windows to maximum? If you're using DHCP, it's best to set the router range to 192.168.x.100-200 so everything runs smoothly without any issues. Also, set the Wi-Fi adapter to the Land region with the most available channels and you'll be fine.
Go into your power settings.. Set the Wi-Fi to maximum performance there so the system stops throttling the connection to save energy. That should fix it. Other settings won't matter for your specific issue. Laptops are notorious for this exact problem. Try it first; you'll see the results within a minute. It usually works. Whenever I fix this for people, their connection drops and glitches just vanish. Some have even dealt with jumping to the wrong gateway or incorrect IP addresses... just typical garbage programming from manufacturers and Microsoft. Sometimes software issues resolve instantly. These days, products hit the market before they're even finished. They ship if it "sort of" works and try to patch it later if they can. It might be a manufacturing defect or damage from shipping. Some printers are sensitive to paper volume; try loading just 10 sheets, or perhaps 30. Are you certain the paper is loaded correctly? Most printers require the stack to be pushed quite deep into the tray.

Once that's done, if I were you, I'd create a Backup just to be safe. That way, if you mess something up, you can run a quick recovery from the Backup.
A computer only runs at full speed and stays secure with the right drivers. Is that really so difficult? Once it's done, everything works as it should.
Does the CPU have integrated graphics? Perhaps you plugged the monitor into the wrong port. I am not entirely sure about this AMD processor, but could the issue lie there? Is it possible you see the CPU-VGA image in the BIOS first? I cannot say for certain. Could the power supply be failing or worn out? Or maybe the rails aren't distributed correctly. That PSU has two 12V rails—one stronger than the other. If you pull everything from just one, there won't be enough current for everything. It is also possible that ASRock—which, in my opinion, produces the most problematic motherboards in the world—is having issues with the new card... I bought an ASRock board for my brother once because he wanted the cheapest option available. It worked fine for only seven days. After that, it would only run if I lowered the CPU frequency by 5% or 10%, I can't remember the exact amount. Where else am I supposed to increase frequencies if it won't even run at the stock speed?
It seems obvious that the power supply is insufficient. Your old card pulled about 64W, but this new one pulls double that! A 400W unit isn't always enough. That number doesn't guarantee high wattage for the GPU; you have to account for the GPU, the CPU, and then factor in the drive, optical drive, motherboard, etc. You need to look at what the power supply actually delivers on the 12V rail. The 12V Wattage is what matters. The same issues every single time.
If the CPU needs 90W and the GPU needs 120W, you're already at 210W before you even count the hard drive or the optical drive. Let's say your max draw hits 240W. In that case, a power supply providing exactly 210W on the 12V rail won't cut it. You always need a buffer. Power supplies tend to degrade significantly after just a year or so. In this scenario, you shouldn't just aim for 240W on the 12V rail; you need extra headroom. Aiming for 300W would be much better if you want it to last for years.

A setup like that is called a 5.1 speaker system. The unit should already have a built-in amplifier, which means an external amp isn't required. Look at the connector types on the cables. Any standard PC can handle this once you configure the Windows settings to 5.1 surround sound. That kind of kit requires a dedicated 5.1 sound system; otherwise, what's the point?
I don't care about the issues with Windows 10. Why bother with new bugs when they still haven't fixed the problems on older Windows versions? I do know of a piece of software that handles this. You can set up your icons and save the layout; then, with just one or two clicks, everything goes back to how it was. I think it even has an autostart feature... It's called "DesktopOK." Just download, install, configure, and you're done.
If you can't find the transistors, swapping them is a nightmare.. I once rigged a 5V power supply by connecting a fan through an 80-Ohm resistor, which gets it spinning at about 3 volts. It might be too slow—you never really know for sure—so just grab a 40-ohm one instead. Polarity doesn't even matter here. Normally, I wouldn't bother discussing this unless you were an electrical engineer, but this isn't actually that difficult. There is no cheaper fix, and it works. The fan needs to cool things down, but it doesn't need to run at a full 5 volts. It would run quietly and still provide enough cooling. I'd bet it stays under 140 degrees. Maybe the heatsink is clean now, but I suspect it was filthy, perhaps because it was used on a bed, forcing the fan to run at max capacity... who knows. Too many people understand nothing about tech, yet they buy everything without ever reading John Doe.. I knew a guy who bought a car from my brother years ago... and I watched him run it into the ground. He never changed the oil, never topped it off, and never checked the coolant... he just went to the gas station for fuel and that was it. He had nothing left. It's the same with how people neglect cooling on PCs (especially notebooks), fail to replace the CMOS battery, or never clean the power supply inside a desktop case. I would say macOS is corrupted (the Registry), it isn't easily fixed (the Registry), restore your backup and the problem is solved (for now, since I don't know why it failed in the first place) No backup? Then you will have to wipe the old macOS and perform a clean install.
It is difficult to say much when you can never truly know the actual state of things over the internet.
